Rubbish! He doesn't mention decentralisation! Rather, he speaks approvingly of a "slippery slope to Independence" and thinks that devolution started "us" (ie. Wales) down the "road to democracy", the obvious implication being that democracy was absent beforehand.

And do you seriously think that his talk of "England's so called United Kingdom" and Brittany being "a proud country almost reduced to its knees" are perfectly reasonable statements?! If so, there's not a lot more to be said.

I'd suggest "it started us down the road to democracy" is an allusion to the fact that decentralisation of power and democracy go hand in hand - look at Spain and their constitution for an example.

Incidentally, Plaid are deliberately ambiguous regarding their position. They have been "independent-ists" in the past but since devolution have been more vocal in trying to improve devolution in Wales.

So there was no democracy before devolution, and there I was thinking democracy was attributed to "Simon de Montfort", he called the first directly elected parliament in medieval Europe during the 13th century.
